Of course, if you want the absolute best, the Ringling School of Art is in St. Pete, I think. Anywayz, it is the best for animation and computer art. Disney hires most of it's animators, computer or otherwise, from Ringling.
It's probably a little expensive, though. But free to check into, I'm sure.
