Both. In that order. God is always prevenient.
His choice and His purpose always comes first;
our "choosing" is our response to His prevenient working.
He must first free our will so that we are able to choose Him.
We would not even have a choice, if He had not first chosen to give it to us.
He chooses to allow us to choose.
