Actually Bill is referring to the ancient tradition of heoka. Holy men whose job was to make sure that noone took themselves too seriously. They break (they still exist) the tension of otherwise humorless ceremonies, among other things. They're far from the zany and psychologically disturbing monsters we call children's entertainers.
