BOTH! God hears and delights to answer all prayers, and will often do great things for the person who has not prayed in a long time, especially if his/her prayer represents a desire for a change in his/her relationship with God. But it is also true that YOU will be much more effective in prayer and in receiving God's answers to your prayers if you cultivate that communication with God on an ongoing basis.
