i tend to think that you pay for quality, and since a tattoo is a forever item, i wouldn't want to pay anything less than top dollar. but i'd definitely want the artist to have a substantial portfolio of really good stuff. not that you can't find a good deal sometimes if you look really hard, but generally speaking you get what you pay for. this seems like an important thing for you. one thing about artists who have been making their living doing this kind of thing for a while, they tend to charge a lot of money. people who haven't been doing it as long tend to charge less. i've found this is true with people who do web graphics, print graphics, etc. i'm sure its true of tattoo artists as well. one thing you might want to do is see if there is a big tattoo convention coming to town any time soon. you can often get a lot of information and find some really amazing artists at something like that.
