I think it means that everyone has to draw the line somewhere. You can be tolerant of most people. You can be tolerant of people who differ from you. You can be tolerant of people's flaws. But at some point, tolerance is no longer acceptable.
Just as an example -- If someone is seriously hurting the ones you love, tolerance of those actions is stupid. Forgiveness and love may be appropriate, but not tolerance. You have to draw the line, decide what you will or will not tolerate in your environment, and live by that. Discussions on exactly where that line should be drawn have been going on for thousands of years, but the general concept seems fairly acceptable.
At least, I assume this is what she means. :)
